The €3 duty is charged per declaration line, not per parcel — products sharing the same HS code + description merge into one line and are charged once. Most stores overpay €3–€5 per duplicate line; from Nov 1 it's €3 + €2 = €5. Audit your orders and cut the overcharge.
The average EU order has ~1.4 duplicate HS lines — most stores overpay €2,400+/yr to per-line billing. Enter your lines below (example pre-filled) to see the difference for yours.
Demo basis: EU guidance says one customs entry with same HS code + product description (and origin where applicable) is charged 1×€3, quantity doesn't double it. Platform billing is per line (community-reported). This calculator is for illustration only, not tax advice.

Regulation has been live for 2+ months — merchants are already debating this in the community
Platform charges per product line: 2 items with same HS code = €6, but EU law says merge to 1 line = €3.
Many orders showed €0 duty on launch day. After fixes, still billed per line instead of merged per EU regulation.
Nov 1, 2026: Product Identifiers become mandatory. Compliance requirements keep tightening — manual checking is getting harder.

Nov 1, 2026: €3 → €5 per line (+67%). Jul 2028: the €3 expires, the €2 continues. We email only when the numbers actually change.
Per EU official guidance, €3 is charged per 'declaration line': same HS code + product description (and country of origin where applicable) merge into one line, charged 1×€3 — quantity doesn't double it. Official example: 3 women's suits of different fabrics all under 6104 19 = just €3.
Per item — a customs item is defined by tariff classification (HS code) + goods description + origin, not by quantity. The EU's own guidance example:
| Case | Duty Applied |
|---|---|
| 5 T-shirts | €3 (1 item) |
| 1 T-shirt + 1 watch | €6 (2 items) |
The €2 Union Handling Fee starts on Nov 1, 2026, on top of the €3 temporary duty — €5 per declaration line for qualifying consignments. The €2 continues after the €3 expires in July 2028. Timeline:
| Case | Duty Applied |
|---|---|
| Jul–Oct 2026 (≤€150) | €3 / item |
| Nov 2026 – Jun 2028 (≤€150) | €3 + €2 = €5 / item |
| Jul 2028 + (≤€150) | normal duty (€3 expires) |
| >€150 distance sales | normal duty + €2 / item from Nov 2026 |
No. IOSS covers VAT only — it does not cover the €3 customs duty or the €2 Union Handling Fee. Both are charged per declaration line regardless of IOSS registration.
Yes — if you ship to the EU. The €5-per-line rule applies to every EU-bound order from every country, wherever the seller is based.
No. The €150 low-value threshold is not a duty exemption for this fee. The €2 Union Handling Fee has no €150 cap and applies to all e-commerce imports.
Shopify charges a 0.85% transaction fee (temporarily lowered from 1.5%) per order just to calculate duties and import taxes, and its own help center notes charges are 'estimates' that 'might result in additional duties' at delivery. Platform billing is also per product line — same HS = €6. We calculate per EU regulation and compare line-by-line, showing you the difference and the basis for each charge. It helps you optimize duty costs.

Packages under €150 use the flat €3 per item rate. Shipments over €150 go through standard ad valorem duty declaration — that's on our roadmap.
